Regarding human rights, Mexico fails

Mexico has fallen behind in the task of preventing violacionesa human rights and problems in this regard are "serious and persistent," says the organization Human Rights Watch (HRW) in its World Report 2009.
The organization said that in Mexico the criminal justice system has serious problems in human rights since the arrested or detained in prisons are subjected to torture and degrading treatment "and the officials responsible for law enforcement" often fail to investigate or judge those responsible for human rights violations, including abuses committed during operations today to promote public safety. "
The report also gives an account of the impunity of military abuses, and gives the example that in February 2008 in Tamaulipas soldiers used excessive use of force to fire on a car and causing the death of a man and injured to another, among others.
Elsewhere in the document HRW noted that impunity for these abuses because they are military authorities who judge them, and that system, he says, lacks the necessary independence to carry out investigations.
