Bazán was born the "International Day for the Preservation of the Ozone Layer" in Medellín

The creation of 16 September as International Day of the Ozone Layer, "responds to an idea that occurred to me at the beginning of October 93 as an environmentalist concerned about the increasing deterioration of the ozone layer, the hole ozone layer measured in 1985 approximately 7,000,000 km2, in the said month reached a record 25 million km2.

Public information on the item at that time was very timely, I thought it appropriate to set up a "Day dedicated to the Ozone Layer" to create a date which could each year, publish an inventory of the achievements of "Montreal Protocol" and their parties, and warnings about the serious effects of the deterioration of the ozone layer, especially its relation with the increase of "Skin Cancer."

The date chosen was September 16, being the anniversary of the signing of "Montreal Protocol" (16/09/1987), as a tribute to the "most useful International Agreement for the Defense of Life on Our Planet" to reach agreement with governments, environmentalists, industry and science, to agree dates for the elimination of substances that deplete the ozone layer and create mechanisms to help the poorest countries to such achievements as the "Multilateral Fund."

The proposal initially mentioned, I made it to the Venezuelan Foreign Ministry on 23 0ctober 1993, as President of Friends of UNESCO Club of Venezuela, with support from UNESCO and in particular its Director General Federico Mayor, was maintained and carried Nations Joined by Venezuelan Foreign Ministry, supported by the Latin American and Caribbean Group (GRULAC), and by the said resolution creating the International Day was adopted by the General Assembly of the United Nations on December 19, 1994 (Resolution 49/114) . This resolution was published on 23/01/1995.
